Abstract
August, 2018 European Commission published the Commission Implementing Decision (EU) 2018/1147 of 10 August 2018
establishing best available techniques (BAT) conclusions for waste treatment, under Directive 2010/75/EU of the European
Parliament and of the Council. An extensive (53 page) document is the basis for BAT identification for waste treatment.
Due to the importance of the document defining the BAT requirements in force in the EU (including directly in all EU Member
States, i.e. Poland), the article presents the most important technological and organizational general requirements for
municipal solid waste (MSW) treatment. These requirements should be applied to all waste treatment methods, including,
of course, mechanical, biological and mechanical-biological treatment of MSW.
The analysis of the requirements for MSW treatment presented in the BAT Conclusions (regarding: general requirements
and mechanical, biological and mechanical-biological waste treatment) clearly indicates that the operation of installations
requiring an integrated permit will require a number of technological and organizational changes (often technologically
difficult and requiring significant expenditure), in particular, allowing to minimize the impact on the environment.
Among the many introduced requirements, it is necessary to emphasize the need to minimize emissions, monitor and meet
the requirements for reducing odour nuisance in MSW treatment processes (in particular biological and mechanical-biological).
These requirements (due to the lack of appropriate national legal provisions) will pose a significant challenge for
operators of installations.
